16 April 2012: The International Energy Agency (IEA), in partnership with the Institute for Industrial Productivity (IIP), has published “Energy Management Programmes for Industry: Gaining Through Saving.” This report is part of IEA’s Policy Pathway publication series detailing implementation of the “IEA 25 Energy Efficiency Policy Recommendations.”
The document details proposals by the IEA and the IIP on how to effectively implement industrial energy management programmes, including 10 steps in 4 phases. The planning phase involves the definition, design and development of the industrial energy management programme. The implementation phase requires the provision of institutional guidance and the promotion of the programme. The monitoring phase deals with the establishment of measurability criteria, assessing compliance and communicating results. The evaluation phase entails the determination of the evaluation criteria.

Other proposals include: the need to invest sufficient time and resources in the planning phase; planning and implementing management programmes as part of broader energy efficiency agreements with governments; the need for supporting mechanisms, including assistance, capacity building and training, and provision of tools and guidance during the implementation stage; and the importance of governments promoting energy management programmes.

The document contains specific sections on: defining industrial energy management programmes; the importance of energy management; lessons from existing energy management programmes; and an annex highlighting tools for tracking energy use and identifying savings opportunities.
