Guidelines for Technical Review of EU Member States’ GHG Inventories Released

The European Commission has published guidelines for a technical review of EU Member States' greenhouse gas (GHG) emissions inventories.

The technical review is required by the Commission to facilitate setting national limits on non-EU Emissions Trading System (EU ETS) emissions for the period 2013-2020.

EU2 May 2012: The European Commission has published a Staff Working Document, prepared by the European Environment Agency (EEA) in consultation with the EU Climate Change Committee, containing guidelines for a technical review of EU Member States’ greenhouse gas (GHG) emissions inventories. The review will be overseen by a review secretariat within the EEA and a technical expert review team.

The technical review, which is expected to be completed by August 2012, is required by the Commission to facilitate the setting national limits on non-EU Emissions Trading System (EU ETS) emissions for the period 2013-2020. Non-EU ETS emissions, which include those from transport, buildings, agriculture and waste, are subject to binding national limits under the 2009 Effort Sharing Decision. Land use, land use change and forestry (LULUCF) emissions are not covered under the Effort Sharing Decision. The technical review will examine emissions inventories from EU Member States’ for reference years including 2005 and the period 2008-2010, and will enable the European Commission to set 2013-2020 national emission limits in tons of carbon dioxide equivalent.
