Clean Energy Ministerial24 June 2014: The Global Superior Energy Performance Partnership (GSEP), an initiative of the Clean Energy Ministerial (CEM), has published a guidance document on reporting of energy management projects. The document covers measures to be reported, reporting formats, data quality, statistical methods, cost estimates and ways to manage uncertainty.

GSEP’s Energy Management Working Group (EMWG) developed the publication, titled ‘Energy Performance Measurement and Verification: Guidance on Data Quality,’ to assist measurement and verification (M&V) practitioners in accurate data collection and impact analysis of energy-saving measures. The document aims to increase comparability and quality of data within and across countries. In turn, comparisons of programmes, strategies and supporting policies can be made.

The objective of the document is also to increase investor and stakeholder confidence in the reported results of energy management projects. The guidance suggests minimum accuracy and confidence levels, and recognizes allowable errors. It is expected that use of the guidance will help increase investment in energy efficiency, improve energy planning and management, and facilitate the education of key stakeholders.

GSEP was initiated in 2010 and consists of six working groups. Countries participating in EMWG are Australia, Canada, Denmark, the European Commission (EC), India, Japan, Mexico, the Republic of Korea, South Africa, Sweden and the US.
