Global Climate Observing System Releases Report on Engagement with UNFCCC

April 2011: The Global Climate Observing System (GCOS) has released a publication titled “Opportunities to Improve Climate Observing Networks Through Engagement with the UNFCCC.”

The report highlights that systematic climate observation is central to many issues considered in the UNFCCC, that GCOS works to improve these observations, and that it frequently reports to the UNFCCC’s Subsidiary Body on Scientific and Technological Advice (SBSTA). It also stresses the importance of operational services and agencies like the National Meteorological and Hydrological Services (NMHSs) to provide information to the UNFCCC and receive outcomes of the UNFCCC deliberations. The report calls for greater participation of NMHSs on national delegations, and suggests that NMHSs to join national climate change committees and contribute to the development of National Adaptation Programmes of Action.

The report stresses that NMHSs may have access to financing through funds related to the UNFCCC, including the Adaptation Fund, the Least Developed Countries Fund and the Green Climate Fund. The report highlights that the World Meteorological Organization’s Permanent Representatives have an opportunity to take the lead in setting up observing system coordination mechanisms at the national level.
