GCF Calls for Public Input on Monitoring and Accountability Framework

The Green Climate Fund (GCF) Secretariat is seeking input from a wide range of stakeholders on an Initial Monitoring and Accountability Framework for Accredited Entities.

The Framework is being developed by the GCF Secretariat under the guidance of the GCF Board to ensure compliance with the GCF's fiduciary standards, environmental and social safeguards, and gender policy.

green-climate-fund-new4 August 2015: The Green Climate Fund (GCF) Secretariat is seeking input from a wide range of stakeholders on an Initial Monitoring and Accountability Framework for Accredited Entities. The Framework is being developed by the GCF Secretariat under the guidance of the GCF Board to ensure compliance with the GCF’s fiduciary standards, environmental and social safeguards, and gender policy.

At its 10th meeting, held on 6-9 July 2015, the Board considered a Progress Report on the Initial Framework (GCF/B.10/Inf.11) and requested the Secretariat, in Decision B.10/07, to further develop the Framework by, inter alia, “engaging a wide group of stakeholders, including women, through a call for public input.”

According to the call for public comments, the Secretariat is particularly interested in inputs on: corrective actions and remedies in cases of non‐compliance; incentives to ensure quality and performance in project and programme implementation; compliance checks; early warning systems and other monitoring instruments; participatory local monitoring systems; processes for reaccreditation; risk-based approaches; involving national designated authorities (NDAs)/focal points in the Framework; and integrating information gathered through the Framework into the GCF’s knowledge management system.
