FAO1 November 2013: The Food and Agriculture Organization of the UN (FAO), with support from the Governments of Germany and Japan, has published a report, titled ‘Implementing the Non-legally Binding Instrument on All Types of Forests.’

The report introduces the Instrument and the steps involved in implementation, starting with awareness raising, continuing with forest inventories and assessments, the identification of priorities, and the development and implementation of an action plan, and concluding with monitoring and reporting.

The report also looks at achievements from implementation as well as lessons learned and impacts. It emphasizes the importance of stakeholder participation and notes that implementation of the Instrument can enhance coordination among multi-lateral environmental agreements and demonstrate the multiple values of forests.

Finally, the report presents a number of recommendations highlighting multi-stakeholder dialogues, strong lead agencies, political commitment, and integration into national forest programs as important elements in the implementation of the Instrument. The report also suggests actions for partners seeking to support countries with their implementation, such as ensuring that support is country-driven, locally owned and integrated into related ongoing activities.
