The fourth Euro-Mediterranean Ministerial Conference on Water took place on 13 April 2010, in Barcelona, Spain, bringing together representatives of the 43 countries of the Union for the Mediterranean.

Participants considered a draft document intended to promote common initiatives for water management, but because of the lack of agreement between Israel and Arab countries over the naming of the occupied Palestine territories, they did not reach an agreement. The draft water strategy was supposed to establish the political, methodological and financial framework for bringing in regional policies on the matter. It also envisaged reducing the consumption of water between now and the year 2025, to levels 25% below those of 2005.
