4 December 2009: The 13th summit between the EU and Ukraine, held in Kiev, Ukraine, on 4 December 2009, addressed, among other issues, climate change and energy security.
Discussions focused on the Eastern Europe Energy Efficiency and Environment Partnership, which was launched in November 2009 to encourage investment in energy and environmental protection. In the resulting joint declaration, the EU and Ukraine agree upon the need to increase their mitigation efforts and present mid-term emission reduction targets for 2020. Leaders agreed that the issue of unused emission units should be addressed so as to positively contribute to the Copenhagen outcome. [EU Presidency Press Release][Joint Declaration]
