Egypt, Pakistan Submit INDCs

The UNFCCC Secretariat has reported that Egypt and Pakistan have formally submitted their intended nationally determined contributions (INDCs), bringing the total number of Parties that have made their submissions to 161.

Egypt's INDC focuses largely on mitigation in the energy sector, especially through efficiency and alternative energy sources.

Pakistan's INDC notes studies calculating the country's emissions projections are underway, which will allow the Party to make specific commitments.

UNFCCC12 November 2015: The UNFCCC Secretariat has reported that Egypt and Pakistan have formally submitted their intended nationally determined contributions (INDCs), bringing the total number of Parties that have made their submissions to 161. Egypt’s INDC focuses largely on mitigation in the energy sector, especially through efficiency and alternative energy sources. Pakistan’s INDC notes studies calculating the country’s emissions projections are underway, which will allow the Party to make specific commitments.

The submission from Egypt puts forward planned mitigation measures in the following energy sub-sectors: industry, transportation (passenger and freight), agriculture, residential and commercial, electricity and petroleum. The INDC calls for increased energy efficiency in each of these sub-sectors, and points to nuclear, as well as solar and other forms of renewable energy, for power generation. It also notes the need to phase out energy subsidies in three to five years. Mitigation measures are further outlined in the agriculture, waste, industrial processes, and oil and natural gas sectors.

On adaptation, Egypt outlines its intended actions for: water resources; agricultural security; coastal zones; the health sector; rural areas, populations and roads; tourism; and the energy sector.

Submitted in the context of ‘Vision 2025,’ which is a roadmap of economic growth, social inclusion and sustainable development, as well as its National Climate Change Policy, Pakistan’s INDC relays a commitment to reduce emissions after reaching peak levels, subject to affordability, international climate finance, technology transfer and capacity building. The submission explains that the analysis currently being undertaken will clarify the potential for mitigation in all sectors of the economy, as well as the possibility of economy-wide mitigation and the abatement cost.

On adaptation, Pakistan notes challenges due to its “huge infrastructure needs, distinct climatic zones, ecological systems and administrative arrangements,” adding that investment costs for adaptation are also being determined.

Also on 12 November, Iraq submitted its INDC, which is currently only available in Arabic.

All Parties to the UNFCCC are expected to submit INDCs in advance of the Paris Climate Change Conference, which will take place from 30 November – 11 December 2015. At the Conference, Parties are anticipated to agree on a global climate change agreement to take effect in 2020.
