EEA Describes Climate Change Adaptation Platforms in Europe

5/2015 titled ‘Overview of climate change adaptation platforms in Europe' on the state of play of most adaptation platforms in Europe.

EEA12 May 2015: The European Environment Agency (EEA) has published technical report No. 5/2015, titled ‘Overview of climate change adaptation platforms in Europe,’ which reviews the state of play of most adaptation platforms in Europe.

The report describes European adaptation platforms, including 14 national adaptation platforms (in Austria, Denmark, Finland, France, Germany, Hungary, Ireland, the Netherlands, Norway, Poland, Spain, Sweden, Switzerland and the UK), providing information on: the scope; history; targeted users; selection and presentation of knowledge; links to other topics; scales and platforms; as well as monitoring and evaluation of the platforms. It also analyzes existing and potential links of the platforms to climate services and disaster risk reduction (DRR) platforms.

Speaking at the second European Climate Change Adaptation Conference (ECCA) held in Copenhagen, Denmark, from 12-14 May 2015, Hans Bruyninckx, EEA Executive Director, highlighted the need for close cooperation between various stakeholders for effective adaptation to climate change. He indicated that existing knowledge and experience should be shared, helping all stakeholders to “connect, be inspired and learn from each other.”

The report consists of five main sections. The first section contains introductory remarks on the broader adaptation policy context, DRR services, climate change services, differences and similarities between climate change and adaptation services, and scope and purpose of the report. The second section addresses the adaptation platforms landscape, including their scope and development to date, funding models and an evaluation of their role. The third section provides an analysis of adaptation platforms, highlighting challenges and lessons learnt with regard to: funding and sustaining platforms; understanding, communicating and engaging with users; identifying, maintaining and presenting relevant knowledge and information; design, technical and structural elements of a platform; linking across sectors, scales and platforms; and monitoring, evaluating and improving a platform. The fourth section deals with the relationship between climate adaptation, climate service and DRR platforms, including benefits and supportive elements of improved cooperation between those platforms. The fifth section highlights key messages on adaptation platforms in Europe, including on next steps for national platforms and the European Climate Change Adaptation Platform (Climate-ADAPT).
