Dominican Republic Submits INDC

The UNFCCC Secretariat has reported that the Dominican Republic is the 57th Party to formally submit its intended nationally determined contribution (INDC), which announces a conditional greenhouse gas (GHG) emissions reduction target of 25% below 2010 levels by 2030.

The INDC is communicated in the context of the country's vision for 2030, as supported by its 2030 National Development Strategy (NDS).

dominican republic flag18 August 2015: The UNFCCC Secretariat has reported that the Dominican Republic is the 57th Party to formally submit its intended nationally determined contribution (INDC), which announces a conditional greenhouse gas (GHG) emissions reduction target of 25% below 2010 levels by 2030. The INDC is communicated in the context of the country’s vision for 2030, as supported by its 2030 National Development Strategy (NDS).

The target is conditioned on “favorable and predictable support, feasible climate finance mechanisms, and corrections to the failures of existing market mechanisms.” The Party notes that as the NDS calls for the country to be “competitively inserted into a global economy,” there is potential to use market mechanisms to meet its target, assuming the environmental integrity of these carbon markets is ensured.

The INDC’s mitigation goal covers the energy, industrial processes and product use, agriculture, waste, and land use, land-use change and forestry (LULUCF) sectors, and the following gases: carbon dioxide (CO2); methane (CH4); and nitrous oxide (N2O). On estimated costs of mitigation, the INDC notes that the country’s Climate Compatible Development Plan (CCDP) alone will cost approximately US$17 billion over the period 2010-2030 for measures in the energy, transport, forestry, tourism, solid waste and cement sectors.

Adaptation is a constitutional priority for the country, according to the INDC, in addition to being promoted through the NDS and National Adaptation Plan of Action (NAPA-DR). The INDC identifies the nine elements of the Party’s strategic planning approach to adaptation. Additionally, a section on loss and damage describes the hydro-meteorological events affecting human settlements and the economy, such as tropical storms, droughts and hurricanes.

All Parties to the UNFCCC are expected to submit INDCs in advance of the Paris Climate Change Conference, which will take place in November-December 2015. Those submitted by 1 October 2015 will be included in a synthesis report on their aggregate effect by 1 November 2015. Parties are anticipated to agree on a global climate change agreement to take effect in 2020 at the Paris Climate Change Conference.
