COP 20 Presidency Meets Informally with Lead ADP Negotiators

With the aim of providing an additional space for negotiations, the Government of Peru convened government representatives from close to 40 countries for an Informal Meeting to discuss issues on the agenda of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP).

The meeting considered issues relating to pre-2020 ambition, intended nationally determined contributions (INDCs), and the 2015 agreement.

cop20-unfccc3 October 2014: With the aim of providing an additional space for negotiations, the Government of Peru convened government representatives from close to 40 countries for an Informal Meeting to discuss issues on the agenda of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP). The meeting considered issues related to pre-2020 ambition, intended nationally determined contributions (INDCs), and the 2015 agreement.

The informal meeting took place from 1-3 October 2014, in Lima, Peru. On pre-2020 ambition, or ADP workstream 2, the meeting addressed, inter alia: ways to deliver further action; steps to promote good-practice policy options; and whether to extend the workstream beyond 2020 through decisions of the Conference of the Parties (COP) or as a component of the new agreement.

On INDCs, the event focused on, inter alia, the consideration process in 2015, different components, issues that need agreement in Lima, requirements for having adaptation INDCs, and the relationship between overall climate finance and INDCs. On the 2015 agreement, topics on the meeting agenda included: the cycle of contributions; issues to be resolved during the sixth part of the second session of the ADP (ADP 2-6) to unlock progress in COP 20; and how a text from COP 20 can advance the draft agreement text.

Speaking at the event, Manuel Pulgar-Vidal, Minister of Environment of Peru and incoming President of the 20th session of the COP (COP 20) to the UNFCCC, called on participants to ensure a successful COP and achieve “a clear and strong signal in the Lima Draft, so that it can be used as the foundation for COP 21.”

The event brought together 38 delegations from: Australia, Bangladesh, Bolivia, Brazil, Chile, China, Colombia, Congo, Costa Rica, Denmark, Ecuador, Egypt, the European Commission, France, the Gambia, Germany, India, Indonesia, Japan, Kenya, the Marshall Islands, Mexico, New Zealand, Nauru, Norway, Peru, Poland, the Republic of Korea, the Russian Federation, Saudi Arabia, Singapore, South Africa, Switzerland, Trinidad and Tobago, Turkey, Tuvalu, the UK, and the US.
