Co-facilitators Forward Consensus Text on Post-2015 Summit

The President of the 68th UN General Assembly, John Ashe, transferred the draft resolution on the Organization of the UN Summit for the adoption of the post-2015 development agenda to the President of the 69th session, Sam Kutesa, for appropriate action.

UNGA15 September 2014: The President of the 68th UN General Assembly, John Ashe, transferred the draft resolution on the Organization of the UN Summit for the adoption of the post-2015 development agenda to the President of the 69th session, Sam Kutesa, for appropriate action. According to the co-facilitators for the organizational modalities for the summit, Robert Guba Aisi, Permanent Representative of Papua New Guinea, and Ib Petersen, Permanent Representative of Denmark, the current draft constitutes the basis for a consensus.

By the draft resolution, the Summit will take place on 21-23 September 2015, in New York, and will be convened as a High-level Plenary meeting of the General Assembly. It will be composed of plenary meetings concurrent with interactive dialogues. The text requests the UNGA 69 President to organize two days of informal interactive hearings before June 2015, with representatives of NGOs, civil society organizations, Major Groups and the private sector, and to prepare a summary of the hearings to be made available prior to the Summit.

The draft further reaffirms the decision to consider at UNGA 69 the need to convene a meeting of the High-level Political Forum on sustainable development (HLPF) under the auspices of the General Assembly in 2015 in relation to the launch of the post-2015 development agenda, with a view to reaching agreement by the end of 2014 in this regard.

The text retains brackets around one paragraph, regarding the costs arising from the resolution.

Annex 1 to the draft resolution notes that, at the opening plenary meeting, the initial speakers will include the two Co-Chairs, the Secretary-General and the head of the delegation of the host country of the Organization, while a representative from civil society of appropriate stature and level will be included in the list of speakers as keynote speaker after the opening statements. Representatives of the intergovernmental groupings, the President of the World Bank Group, the Managing Director of the International Monetary Fund (IMF), the Director-General of the World Trade Organization (WTO), and the heads of the UN system may also be included in the list of speakers for the plenary meetings of the Summit.

Annexes 2 and 3 address, respectively: Organization of the interactive dialogues for the Summit; and Organization of the informal interactive hearings.

Annex 4 says that the UNGA President will draw up a list of representatives of relevant NGOs, civil society organizations, academic institutions and the private sector who may participate in the plenary meetings and interactive dialogue of the Summit, taking into account the principle of transparency and the principle of equitable geographic representation, and will submit the proposed list to Member States for their consideration on a “non-objection” basis. The list of proposed as well as final names will be brought to the attention of the General Assembly, noting the general basis of any objections.

The text requests the President of UNGA 69 to hold intergovernmental consultations with all Member States through the appointment, by the end of September 2014, of two co-facilitators to reach agreement on all remaining issues relating to the intergovernmental negotiation process, including the Summit.
