CCXG Forum Addresses Climate Policy Linkages, Energy and Land Transformations

The Climate Change Expert Group (CCXG) held its second Global Forum in 2014, bringing together country delegates and experts for an informal dialogue on, inter alia, streamlining the UNFCCC process, enhancing coordination and linkages, financing mitigation and adaptation, transforming the land and energy sectors and stimulating clean energy research and development (R&D).

oecd.iea17 September 2014: The Climate Change Expert Group (CCXG) held its second Global Forum in 2014, bringing together country delegates and experts for an informal dialogue on, inter alia, streamlining the UNFCCC process, enhancing coordination and linkages, financing mitigation and adaptation, transforming the land and energy sectors and stimulating clean energy research and development (R&D).

Held on 16-17 September 2014, in Paris, France, the Forum opened with a plenary that raised questions about aligning policy for the decarbonization of economies and the role of the UNFCCC and other international processes in supporting this transition. Organized by the Organisation for Economic Co-operation and Development (OECD) and the International Energy Agency (IEA), the Forum considered climate change from its many angles, including as an economic, energy, social, development and environmental issue.

On climate finance, a break-out group examined the expected 2015 agreement’s role in fostering an enabling environment for increased investment and encouraging use of the full range of financial tools available, including in developing countries. A second break-out group looked at adaptation financing, with consideration given to, inter alia, balancing mitigation and adaptation needs, measuring and monitoring adaptation finance flows, and incentivizing private sector investment.

On transforming the land sector, discussions focused on land sector reporting and accounting in the post-2020 regime, including the relevance of current rules post-2020, the distinction between rules determined nationally and those determined internationally, and the importance of convergence. On transforming the energy sector, a separate break-out session considered how the 2015 agreement could support technology development and create long-term investment signals for clean energy industries.

The final break-out session addressed issues related to streamlining the UNFCCC process, with a number potential arrangements under the UNFCCC Conference of the Parties (COP) and the Green Climate Fund (GCF) presented for consideration.

CCXG usually meets twice a year, bringing together OECD and other industrialized countries, giving government, private sector and civil society representatives the opportunity to discuss and develop papers on technical issues related to climate change negotiations.
