CBD Secretariat Seeks Input on Financial Reporting, Safeguards for Biodiversity Financing

The Secretariat of the Convention on Biological Diversity (CBD) has requested Parties and other governments to complete the financial reporting framework, and to provide information on their review of legislation and policies governing biodiversity financing mechanisms and opportunities identified for mainstreaming biodiversity and strengthening current policies and their complementary safeguards.

Convention on Biological Diversity (CBD)3 June 2015: The Secretariat of the Convention on Biological Diversity (CBD) has requested Parties and other governments to complete the financial reporting framework, and to provide information on their review of legislation and policies governing biodiversity financing mechanisms and opportunities identified for mainstreaming biodiversity and strengthening current policies and their complementary safeguards.

The financial reporting framework is intended for use by Parties, providing baseline information and reporting on their contributions to reaching resource mobilization targets by 31 December 2015. Given this information, including Parties’ resource needs and absorption capacities, the Conference of the Parties, at its thirteenth meeting (COP 13), will review progress towards the targets for resource mobilization and their adequacy, and will consider the need for appropriate action.

In addition, COP 12 adopted voluntary guidelines on safeguards in biodiversity financing mechanisms, and urged Parties to consider undertaking a review and assessment of existing legislation and policies governing biodiversity financing mechanisms, with a view to identifying opportunities for mainstreaming biodiversity and strengthening current policies and their complementary safeguards. On the basis of the information provided by Parties, the Secretariat will compile a synthesis for consideration by the Subsidiary Body for Implementation at its first meeting, to be held from 2-6 May 2016, in Montreal, Canada.
