Capacity Building and Technology Update: Preparations for Bonn Climate Change Conference Intensify

The SBI will convene two mandated events on capacity building: the first meeting of the Paris Committee on Capacity-building taking place from 11-13 May 2017; and the sixth meeting of the Durban Forum on capacity-building to be held on 10 May 2017.

The SBSTA is expected to address the development and transfer of technologies under the technology framework under Article 10, paragraph 4, of the Paris Agreement (establishment of a technology framework).

At its 14th meeting, the Technology Executive Committee (TEC) addressed a range of issues, including: implementation of the 2016-2018 rolling workplan; matters relating to the Climate Technology Centre and Network (CTCN); and updated procedures for preparing the joint TEC/CTCN chapter of the joint annual report.

27 April 2017: The next round of UNFCCC climate change negotiations will kick off on 8 May in Bonn, Germany, and is expected to take up a number of issues relating to capacity building and technology development and transfer.

The Bonn Climate Change Conference, which is scheduled to take place from 8-18 May 2017, will comprise the 46th sessions of the Subsidiary Body for Implementation (SBI 46) and Subsidiary Body for Scientific and Technological Advice (SBSTA 46), as well as the third part of the first session of the Ad Hoc Working Group on the Paris Agreement (APA 1-3).

In preparation for the Conference, the UNFCCC Secretariat has issued a number of documents, and the Technology Executive Committee (TEC), which serves as the policy arm of the UNFCCC Technology Mechanism, convened its 14th meeting. The Climate Technology Centre and Network (CTCN) – the implementation arm of the Technology Mechanism – conducted a range of capacity-building activities and published several updates on ongoing technical assistance.

The first focus area or theme for the Paris Committee on Capacity-building in 2017 is capacity-building activities for the implementation of nationally determined contributions in the context of the Paris Agreement.

In Bonn, the SBI is expected to take up matters related to capacity building under the Convention and its Kyoto Protocol, and to address development and transfer of technologies in relation to the scope and modalities for the periodic assessment of the Technology Mechanism in relation to supporting the implementation of the Paris Agreement.

The SBI will also convene two mandated events on capacity building: the first meeting of the Paris Committee on Capacity-building (PCCB) taking place from 11-13 May 2017, where the PCCB is expected to further develop and adopt its working modalities and procedures; and the sixth meeting of the Durban Forum on capacity-building to be held on 10 May 2017. The first focus area or theme for the PCCB in 2017 is capacity-building activities for the implementation of nationally determined contributions (NDCs) in the context of the Paris Agreement. The TEC convened its 14th meeting in Bonn, Germany, from 28-31 March 2017. Participants addressed a range of issues, including: implementation of the 2016-2018 rolling workplan; matters relating to the CTCN; updated procedures for preparing the joint TEC/CTCN chapter of the joint annual report; and communication and outreach activities. On 29 March 2017, the TEC also held a thematic dialogue on industrial energy efficiency and material substitution in carbon intensive sectors. The CTCN held a Regional Forum for Asia in Bali, Indonesia, from 24-27 April 2017. The Regional Forum aimed to, inter alia: present the latest development of CTCN services to developing countries; share experiences and best practices from CTCN technical assistance in the region; strengthen linkages between the UNFCCC Technology Mechanism and the Financial Mechanism; and increase South-South learning.
