15 April 2010: Government representatives from Brazil met with their counterparts from India and South Africa (IBSA), and with Russia, India and China (BRIC), in Brasilia, Brazil, on 15 April 2010, to discuss climate change among other issues.
Indian Prime Minister Manmohan Singh, Brazilian President Luiz Inácio Lula da Silva, and South African President Jacob Gedleyihlekisa Zuma met in Brasília for the fourth Summit of the India-Brazil-South Africa (IBSA) Dialogue Forum. On that occasion, the leaders recognized that innovation plays a central role in addressing food security, poverty eradication, health, access to knowledge, and climate change. They emphasized the need for a balanced international intellectual property system capable of meeting those challenges on a truly global scale and reducing the technological gap, and called for the full implementation of the Development Agenda of the World Intellectual Property Organization (WIPO).
The IBSA meeting also reiterated the importance of a positive outcome at the upcoming 16th session of the Conference of the Parties to the UNFCCC (COP 16) and sixth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP 6), to be held in Mexico in late 2010. In this regard, they stressed that the result should be reached in an inclusive and transparent manner, and should effectively address the challenge of climate change in accordance with the UNFCCC principles , especially equity, common but differentiated responsibilities and respective capabilities. They urged developed countries to take ambitious action to reduce their greenhouse gas (GHG) emissions, and to provide adequate international financing and transfer of technology to support the efforts of developing countries to mitigate and adapt to the impacts of climate change. The leaders, furthermore, decided on the early development of IBSA micro-satellites in the areas of space weather, climate and Earth observation, to address common challenges in climate studies, agriculture and food security.
Leaders of Brazil, the Russian Federation, India and China (BRIC) also met in Brasília on 15 April 2010 to discuss major issues on the international agenda. In a joint statement, they welcome the decision to create an agricultural information database of the BRIC countries, to develop a strategy for ensuring access to food for vulnerable populations, to reduce the negative impact of climate change on food security, and to enhance agriculture technology cooperation and innovation. They also commited to promote COP 16 and COP/MOP 6, to achieve a comprehensive, balanced and binding result to strengthen the implementation of the Convention and the Protocol. The declaration further states that negotiations in Mexico should be more inclusive, transparent, and should result in fair and effective outcomes, reflecting the principles of the Convention, especially equity and common but differentiated responsibilities.
