Basel ICC Releases Draft Guidance on National Reporting, Control System, and Illegal Traffic

The Basel Convention Implementation and Compliance Committee (ICC) has finalized three draft guidance documents on national reporting, control system, and illegal traffic.

Parties and Basel Convention Regional Coordinating Centres (BCRCs) are requested to comment on the documents by 31 July 2013.

March 2013: The Basel Convention Implementation and Compliance Committee (ICC) has finalized three draft guidance documents on national reporting, control system, and illegal traffic. Parties and Basel Convention Regional Coordinating Centres (BCRCs) are requested to comment on the documents by 31 July 2013.

The guidance documents include: national reporting, the development of a guide to develop inventories; a revision of the control system guidance document adopted in 1998, taking into account the current difficulties faced by countries in implementing the control system; and guidance on illegal traffic, based on best practices and suggesting a harmonized approach to the implementation of this provision.

The ICC is proposing to the 11th Meeting of the Conference of the Parties (COP 11) to the Basel Convention that these drafts be finalized as part of the 2014-2015 work programme of the ICC, and that the Basel Convention Open-Ended Working Group (OEWG) be consulted during the finalization process.
