The roadmap focuses on: raising awareness and building capacities of communities for disaster risk reduction and climate change adaptation; developing and sharing information; and promoting integration of disaster risk reduction and climate change adaptation as part of sustainable development policies.
28 October 2010: Delegates attending the Fourth Asian Ministerial Conference on Disaster Risk Reduction, which convened from 24-28 October 2010, in Songdo, Incheon, Republic of Korea, approved a five-year regional roadmap to establish climate resilient disaster risk management systems by 2015.
The Conference was jointly hosted by the UN International Strategy for Disaster Reduction (UN/ISDR), National Emergency Management Agency, Republic of Korea (NEMA), and Incheon. The “Incheon Regional Roadmap and Action Plan on disaster risk reduction (DRR) through climate change adaptation in Asia and the Pacific” (or Incheon REMAP) focuses on three themes: raising awareness and building capacities of communities to better cope with an increasing number of weather-related hazards; developing and sharing information through new technologies and sound practices in climate and disaster risk management for informed decision makers; and promoting integration of DRR and climate change adaptation as part of sustainable development policies. The Incheon REMAP also calls for additional regional training and research programmes in DRR and climate change adaptation, and stresses the need to develop a platform to share information and new technologies on emerging risks and vulnerability. The roadmap focuses on promoting efficient and equitable climate risk management, with specific initiatives looking at understanding the hazards, reducing vulnerability, managing exposure and reducing risks with due focus on gender inequalities and social exclusion.
The Heads of Governments, Ministers, and Heads of Delegations attending the conference also adopted the Incheon Declaration on Disaster Risk Reduction in Asia and the Pacific 2010, in which they call on DRR stakeholders to, inter alia: raise awareness and building capacity for DRR and climate change adaptation; develop and sharing information, technology, sound practices, and lessons learned in climate and disaster risk management; promote integration of DRR and climate change adaptation into development for green growth; promote investments on DRR and climate change adaptation; and promote resilient cities. The Declaration further encourages the NEMA,UN/ISDR and members of the UN International Strategy for Disaster Reduction Asia Partnership on Disaster Risk Reduction (IAP) to promote, wherever appropriate, DRR as an integral component of adaptation efforts in regional and international fora leading up to the Climate Change Conference in Cancun, Mexico, at the end of 2010.
