9 April 2010: The 16th summit of the Association of Southeast Asian Nations (ASEAN) took place from the 8-9 April 2010, in Hanoi, Viet Nam. The session was themed “Towards the ASEAN community: from vision to action.” In a joint summit statement, the leaders called for a legally binding global pact on climate change and urged richer nations to provide them with “scaled-up” financial help to combat its effects. They said a new deal should go further than the non-binding pact reached in Copenhagen in December and all parties should “work together to secure a legally binding agreement, particularly to limit the increase in average global temperature to below two degrees Celsius above the pre-industrial level.” The leaders urged richer countries to “continue taking the lead” with improved targets for cutting carbon dioxide emissions blamed for climate change, but said they should take care not to affect trade.
