amcomet30 May 2014: At its Second Bureau Meeting, the African Ministerial Conference on Meteorology (AMCOMET) decided to link the African Space Programme with the World Meteorological Organization (WMO) Space Programme. AMCOMET also agreed on an updated Implementation and Resource Mobilization Plan and initiated the establishment of a Regional Climate Center in Central Africa.

The Bureau met from 29-30 May 2014, in Harare, Zimbabwe, and was preceded by the meetings of three Task Forces, which took place from 26-28 May 2014. These Task Forces made recommendations for the Bureau’s consideration.

Following the recommendations of the Task Force on the Joint African Regional Space Programme, the Bureau requested the African Union Commission (AUC) and the African Ministerial Conference on Science and Technology (AMCOST) to link the African and WMO Space Programmes and integrate the Programmes with other regional programmes, such as the Monitoring of Environment for Security in Africa (MESA) and the African Satellite Meteorology Education and Training (ASMET) programme.

Based on the work of the Task Force on the Implementation and Resource Mobilization Plan of the Integrated African Strategy on Meteorology (Weather and Climate Services), the Bureau asked the Economic Community of Central African States (ECCAS) and the Economic and Monetary Community of Central Africa (CEMAC) to begin the process of establishing a Regional Climate Center in Central Africa.

As recommended by the Task Force on the Constitution and Rules of Procedure, the Bureau also took decisions on AMCOMET’s structure, adopting “the same governance mechanism and structure […] as a Joint Meeting of AU-WMO and with the same arrangement for the meeting of African Ministers of Finance, Planning and Economic Development.”

AMCOMET was established in 2010 as a joint initiative of WMO and AUC. It promotes the development of meteorology, its applications in Africa and its contributions to socioeconomic development. WMO serves as AMCOMET’s secretariat. [WMO Press Release] [IISD RS Sources]
