21 February 2010: A meeting of the Committee of African Ministers of Finance and Planning and Governors of Central Banks (Committee of Ten) recognized the importance of pursuing a low-carbon growth path, but emphasized that the additional costs to achieve it should not be at the expense of existing under-resourced development needs.

The fourth meeting of the Committee of Ten met on 21 February 2010, in Cape Town, South Africa, and resulted in a communiqué in which the African Ministers welcome the intention expressed at the Copenhagen Climate Change Conference to make additional resources available, including for adaptation and to reduce deforestation.
The meeting was held under the auspices of the African Development Bank (AfDB), the UN Economic Commission for Africa (UNECA) and the African Union Commission. Participants also welcomed the recent formation of the High-level Advisory Group on Climate Change Financing, co-chaired by Prime Ministers Gordon Brown and Meles Zenawi, created to mobilize new and innovative resources for climate change.
