African Group of Negotiators, AMCEN Discuss Adaptation, Mitigation, Finance Priorities

Representatives of the African Group of Negotiators (AGN) presented the status of climate change negotiations and discussed African priorities on adaptation, mitigation and finance at a high-level ministerial briefing of the African Ministerial Conference on the Environment (AMCEN).

The briefing took place on the sidelines of the Lima Climate Change Conference.

AfDB10 December 2014: Representatives of the African Group of Negotiators (AGN) presented the status of climate change negotiations and discussed African priorities on adaptation, mitigation and finance at a high-level ministerial briefing of the African Ministerial Conference on the Environment (AMCEN). The briefing took place on the sidelines of the Lima Climate Change Conference.

Africa’s leaders have worked to develop a common position to address climate change challenges and their adverse effects on Africa, according to the African Development Bank (AfDB).

Adaptation is critical for Africa and current adaptation financing is not sufficient to meet needs, participants agreed at the briefing. African negotiations view adaptation finance as a cornerstone in any future agreement and stress it must have the same legal parity as mitigation. On mitigation, the African Group of Negotiators proposed initiatives such as the the Global Renewable Energy Support Programme.

On finance, the African position is that finance should be “predictable, sustainable, adequate, new and additional.” African negotiators also advocate for finance to be allocated based on country capacity, needs and geographical representation. They support periodic review of finance based on developing country assessment reports and recommend reviewing adaptation finance on an annual basis.

AMCEN President, Binilith Mahenge, chaired the meeting with the African Union Commissioner (AUC) for Rural Economy and Agriculture, Olushola Olayide, and the Chair of the African Group of Negotiators on Climate Change, Nagmeldin Goutbi El Hassan.
