ADP Issues Draft Paris Outcome for Consideration by COP 21

On Saturday 5 December, at the end of the first week of the 21st session of the Conference of the Parties (COP 21) to the UNFCCC, the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) adopted conclusions transmitting the text titled ‘Draft agreement and draft decision on workstreams 1 and 2 of the Ad Hoc Working Group on the Durban Platform for Enhanced Action' (FCCC/ADP/2015/L.6/Rev.1) to COP 21 for further consideration.

UNFCCC5 December 2015: On Saturday 5 December, at the end of the first week of the 21st session of the Conference of the Parties (COP 21) to the UNFCCC, the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) adopted conclusions transmitting the text titled ‘Draft agreement and draft decision on workstreams 1 and 2 of the Ad Hoc Working Group on the Durban Platform for Enhanced Action’ (FCCC/ADP/2015/L.6/Rev.1) to COP 21 for further consideration.

The ADP also agreed to forward to COP 21 textual suggestions made by Parties in the form of a tabular summary (FCCC/ADP/2015/L.6/Rev.1 and FCCC/ADP/2015/L.6/Rev.1/Add.1). The draft agreement text and draft decision text are both bracketed in their entirety.

The draft agreement consists of 26 articles addressing, inter alia, mitigation, adaptation, loss and damage, REDD+, a mechanism to support sustainable development, finance, technology development and transfer, capacity building, transparency, and implementation and compliance. The text contains numerous options and brackets.

The draft decision includes sections on: adoption of the agreement; intended nationally determined contributions (INDCs); decisions to give effect to the agreement with regard to mitigation, adaptation, loss and damage, finance, technology development and transfer, capacity building, transparency of action and support, global stocktake, and facilitating implementation and compliance; workstream 2 (pre-2020 ambition); non-Party stakeholders; and administrative and budgetary matters.

The draft agreement and draft decision will be considered by COP 21 during the second week of negotiations.
