ADP Co-Chairs Release Note on Doha Session

The ADP Co-Chairs prepared a note aimed at assisting delegates in preparing for the upcoming second part of the first session of the ADP to be held in Doha, Qatar, in conjunction with COP 18.

The Co-Chairs suggest working based on informal consultations and roundtable discussions under each ADP workstream, as well as holding a contact group that can take stock of the ADP work at regular intervals, to ensure transparency.

They indicate their intention to hold informal consultations on the outcome of the session and suggest capturing discussions stemming from informal consultations in a draft text before the end of first week.

UNFCCC5 November 2012: The Co-Chairs of the Ad hoc Working Group on the Durban Platform for Enhanced Action (ADP) have released an informal note aimed at assisting delegates in preparing for the upcoming second part of the first session of the ADP, which will convene in Doha, Qatar, in conjunction with the 18th session of the Conference of the Parties (COP 18) to the UNFCCC, to be held from 27 November-7 December 2012. The note outlines suggested goals and ideas for the session.

The note addresses the status of negotiations, preparations for Doha and proposed approach to the work of the session. Goals proposed for the session include: continuing planning the work of the ADP for 2013 in the context of a broader vision, indicating major reference points for this work up to 2015; and advance work on bridging the current mitigation gap and delivering a new agreement by 2015.

ADP Co-Chairs suggest focusing discussions on issues singled out in their previous “Reflections note on the Bangkok session with a view to Doha and beyond,” which addresses discussions on the new agreement for the post-2020 (workstream 1) and ambition for the pre-2020 (workstream 2). On the new agreement, issues singled out include: how the Convention principles will be applied; how the new agreement will be “applicable to all;” how the new agreement will strengthen the multilateral, rules-based regime under the Convention; and how the ADP will take into account work undertaken by other institutions and processes under the Convention. On discussions on ambition, issues singled out include: how to increase ambition of existing pledges; how international and national additional actions can be strengthened and supported by the Convention; and the role of means of implementation in increasing ambition.

The Co-Chairs are of the view that informal consultations and roundtable discussions under each ADP workstream could provide the most efficient and flexible way to advance work, together with a contact group that can take stock of the ADP work at regular intervals, to ensure transparency. They indicate their intention to hold informal consultations on the outcome of the session, including on the planning of work and possible next steps for the ADP and suggest capturing discussions stemming from informal consultations in a draft text before the end of the first week. ADP Co-Chairs further indicate that they would like to maintain an “open door” policy and hold focused bilateral consultations throughout the session with groups of Parties.
