Adaptation, Loss and Damage Update: UNFCCC Constituted Bodies Advance Implementation of Mandates, Secretariat Prepares for COP 23

The UNFCCC Secretariat issued an informal note by the Co-Chairs of the UNFCCC Ad Hoc Working Group on the Paris Agreement (APA) on adaptation communications.

The Executive Committee (ExCom) of the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts (WIM) published a summary of information received in response to a questionnaire on enhancing the understanding of the capacity and coordination needs regarding loss and damage associated with extreme and slow onset events.

The LEG conducted a regional training workshop on NAPs for African francophone developing countries.

28 July 2017: The next UN Climate Change Conference is three months away, and preparations are well underway. The Conference will take place in Bonn, Germany, from 6-17 November 2017.

The UNFCCC Secretariat issued an informal note by the Co-Chairs of the UNFCCC Ad Hoc Working Group on the Paris Agreement (APA) on adaptation communications. Meanwhile, UNFCCC constituted bodies advanced work on their mandates. Continuing implementation of its initial two-year workplan, the Executive Committee (ExCom) of the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts (WIM) published a summary of information received in response to a questionnaire regarding one of its action areas. The Least Developed Countries (LDCs) Expert Group (LEG) conducted a regional workshop on national adaptation plans (NAPs).

The ADP Co-Chairs’ informal note (APA.2017.2.InformalNote) discusses the pre-sessional workshop on APA agenda item 4 (further guidance in relation to the adaptation communication, including as a component of nationally determined contributions (NDCs)), held in Bonn, Germany, on 6 May 2017. The note contains a summary of substantive plenary discussions, including general and specific points on the purpose of adaptation communications, their elements, linkages with the global stocktake and the transparency framework, communication vehicles and flexibility. The WIM ExCom published a summary of information received from 43 developing countries with regard to a questionnaire on action area 5 of its initial two-year workplan (enhance the understanding of the capacity and coordination needs with regard to preparing for, responding to and building resilience against loss and damage associated with extreme and slow onset events, including through recovery and rehabilitation). The information provided will feed into the ExCom’s work, in particular the preparation of a paper consolidating experiences and lessons learned and identifying priority areas for increasing capacity and investment. As part of its 2016-2017 work programme, the LEG conducted a regional training workshop on NAPs for African francophone developing countries. The workshop took place in Agadir, Morocco, from 25-28 July 2017. Designed and tailored for the region, it helped countries advance the formulation and implementation of NAPs.
