Third Meeting of the Negotiating Committee on the Regional Agreement on Principle 10 in Latin America and the Caribbean

The Third Meeting of the Negotiating Committee on the Regional Agreement on Access to Information, Public Participation and Justice in Environmental Matters (Principle 10 of the Rio Declaration) in Latin America and the Caribbean (LAC) will continue negotiating the substantive aspects of the regional agreement based on the second version of the text, which integrates countries' proposals and was compiled by the Committee's Presiding Officers. The meeting will be opened by Uruguay's Housing, Spatial Planning and Environment Minister Eneida De León, the Undersecretary for Foreign Relations José Luis Cancela, and the UN Economic Commission for Latin America and the Caribbean's (ECLAC) Executive Secretary Alicia Bárcena. Principle 10 of the Rio Declaration on Environment and Development seeks to ensure that every person has access to information, participates in decision-making and can access justice in environmental matters, with the aim of guaranteeing the right to a healthy and sustainable environment for present and future generations. ECLAC is the technical secretariat of the negotiating process and is organizing the meeting with the Government of Uruguay. Negotiations are expected to conclude by December 2016. The first meeting of the Negotiating Committee convened in Santiago, Chile, in May 2015, while the second meeting met in Panama in December 2015, during which participants primarily discussed the preamble and and article 1 of the preliminary document.
