Pre-COP discussions will convene in Abu Dhabi, United Arab Emirates (UAE), in advance of the 2023 UN Climate Change Conference. The Pre-COP brings together ministers to prepare for COP 28 to discuss the key political aspects of the negotiations, find solutions to outstanding issues, and set the tone for the COP 28 meeting.
In a letter dated July 2023, the UAE Presidency shared, ‘The Countdown to COP 28 Roadmap’. The roadmap includes details on pre-COP discussions on a number of topics. The Global Stocktake will re-convene informal consultations at the Ministerial level from 30-31 October. Pre-COP finance deliberations will focus on political discussions on the New Collective Quantified Goal (NCQG) and potential discussions on 2.1°C.
