This conference is organized on the basis of UN General Assembly (UNGA) resolution 71/280, which decided that an intergovernmental conference to adopt a global compact for safe, orderly and regular migration would take place before the opening of the 73rd session of the UNGA. The conference will be organized around eight plenary meetings and four interactive multi-stakeholder dialogues over two days.
According to the draft modalities resolution agreed on 31 January 2017, the conference will take place at UN Headquarters in New York, US, immediately prior to the opening of the general debate of the 73rd session of the UNGA “unless otherwise agreed;” and outcomes will include an intergovernmentally negotiated and agreed global compact for safe, orderly and regular migration, summaries of the plenary meetings and other deliberations of the conference, and possible other components such as actionable commitments, means of implementation and a framework for follow-up and review of implementation. Member States will decide on additional modalities for the conference by January 2018, based on a note to be prepared by the UN Secretary-General. The modalities resolution will be brought to the UNGA for adoption once its programme budget implications have been reviewed by the UN Secretary-General, the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the UNGA’s Fifth Committee (administrative and budgetary).
