This meeting of the first session of the Executive Council Working Group on World Meteorological Organization (WMO) Strategic and Operational Planning (WG/SOP) is expected to address: WMO strategic and budget planning, including the WMO Monitoring and Evaluation System; the role and operation of national meteorological and hydrological services; improving WMO processes, practices and governance; the Quality Management Framework; and progress in implementing the Madrid Action Plan and preparations for the Madrid+10 Conference in 2017. The Executive Council, which the WG/SOP will report to, is the WMO's executive body, which, inter alia: meets annually; implements Congress decisions; coordinates programmes; examines use of budgetary resources; provides technical information, counsel and assistance in the WMO's fields; and acts on matters affecting international meteorology.
