UNFCCC Publishes Clarification on Legal Character of the Copenhagen Accord

25 January 2010: The UNFCCC Secretariat has published a notification to parties (DBO/drl) regarding an earlier notification dated 18 January 2010 (YDB/ DBO/drl) on communication of information relating to the Copenhagen Accord.
The latest notification refers to the phrase “in light of the legal character of the Accord…,” which appears in the earlier notification. The 25 January notification explains that since the Conference of the Parties neither adopted nor endorsed the Accord, but merely took note of it, its provisions have no legal standing within the UNFCCC process, even if some parties choose to associate themselves with it. The notification also clarifies that a simple letter or note verbale from an appropriate authority in government is sufficient to communicate a party’s intention to associate with the Accord.
