Among other decisions, parties decided to convene two additional meetings in 2009 and they mandated the new AWG-KP Chair John Ashe (Antigua and Barbuda) to prepare a proposal for amendments to the Kyoto Protocol under Article 3.9 (Annex I further commitments) and a text on other issues, such as LULUCF and the flexibility mechanisms.

At the close of the meeting, Yvo de Boer, UNFCCC Executive Secretary, stated that countries had “narrowed gaps in many practical areas,” citing the example of strengthening action for adaptation. He added that “they now have the necessary clarity to move into intensified negotiations based on texts.” He explained that the next climate change talks, scheduled to take place in June at the same venue, will further specify the details of cooperative international climate change action and financial support to developing countries. Michael Zammit Cutajar, Chair of the AWG-LCA, said the talks were “tactical in nature” and noted positive discussions on a range of issues, including on technology cooperation and on reducing emissions from deforestation and forest degradation (REDD). He invited countries to send to the UNFCCC Secretariat their input to the draft negotiating text for the June talks by 24 April 2009. [UNFCCC press release] [IISD RS coverage]
